Programme summary:

The number of disasters, and their severity, are increasing, notably food-insecurity which is affecting many countries in the region. An estimated 11 million people or more are facing serious food shortages in East Africa and t he Horn of Africa due to severe droughts coupled with the effects of past and/or ongoing conflicts. Food shortages are particularly grave in Somalia, eastern Kenya, south-eastern Ethiopia and Djibouti. Meteorologists predict that t he seasonal rains normally expected in the Horn of Africa in March may not be enough to end the drought and food-insecurity.

The lack of an organizational development delegate in the regional delegation continues to negatively impact the effective and efficient implementation of the programmes.

Operational developments

The number of disasters, and their severity, are increasing, notably food- insecurity is affecting many countries in t he re gion. An estimated 11 million people or more are facing serious food shortages in East Africa and the Horn of Africa due to severe droughts coupled with the effects of past and/or ongoing conflicts. Food shortages are particularly grave in Somalia, eastern Kenya, south-eastern Ethiopia and Djibouti. Meteorologists predict that the seasonal rains normally expected in the Horn of Africa in March may not be enough to end the drought and food-insecurity The lack of an organizational development delegate in the regional delegation continues to negatively impact the effective and efficient implementation of the programme. Nevertheless, the recruitment efforts have been intensified, and it is hoped that the position will be filled in due course.

Despite many challenges within the support services unit during the second half of 2005 including acts of criminality, high staff turnover, slow and challenging search for the right candidates to fill key positions both for international and national postings and restructuring of the unit, many achievements were also made. In general, there is a visibly improved team spirit among staff and openness and dialogue with management resulting in more efficient service delivery to clients.
